You can if you do it properly. There is no rule that prevents you to be a CMD, as long as you do it in non-asshat way.
BUT, if you proceed to be constantly mutinied again and reapply back, effectively wasting a CMD spot and preventing other players to apply, you will be dealt with accordingly by an admin team.

Hi Gaz,
I was Squad Leader for Mortar Squad on GooseGreen when you were Commander.
I'd like to offer a few points, with the aim of improving your skills.
Listen to your teammates:
You asked me destroy a target with mortars 3 times after we were attacked and I had told you Mortars were down.
Your approach on task requests:
Screaming on the squad comms & demanding a fob be destroyed within the next 2 minutes is not appropriate. You can request individual squad movements to an objective, but you cannot scream at us in all chat demanding things. We'll simply ignore you.
Read the battlefield:
Its vital all players continually check the map (CapsLock) to see how the battle is unfolding.
Situational awareness would have shown you that our squads were spread out and in no position to do anything but defend.
Teamwork makes the Dreamwork:
Learn all the roles the make up a team. Rifleman, Medic, Breacher etc, before taking on the bigger tasks.
Understanding how boots on the ground work will put you in good steed to better plan and approach the ever-changing situations around you.
Ask questions and listen to feedback. You wont know everything in this game overnight - Its huge! Be patient with yourself and with your teammates.

Gaz i told you a few days ago not to play commander because of your lack of game knowledge. It would be best for a team for an experience player to play as the commander to provide information for their team.
You are a new player and want to get in the action, the best way to play the game is to play in squads firsts get to know the game better and the game play style. What to do and what not to do. Know the rules of the server, read the manual as it will help you.
Take the advice you are getting and learn how to play. Breaking rules can get you banned. all you want to do is play the game so just take our advice to make your PR experience best as possible
