So you straight up refuse to give an answer?
I got banned for "being sarcastic" and "being a pain in the arse"?
The server license issued by PR reads that the serverowner is "responsible for the proper administration in a fair [...] way."
It further reads that should "a player appeal any action taken against them, you will deal with their appeal in a fair manner and within a reasonable time-frame."
It's been 2 weeks and i still don't know why i was banned, who banned me or for how long exactly.
It is very sad to see the adminstaff having that little respect for the PR Development team and not caring about the license they agreed to.

You were banned for breaking a rule by tking, and remain banned for being a sarcastic pain in the ass who doesn't seem to understand our rules are our rules, not your rules.
That should answer your first question. The second question answer, lets just say I banned you, and for as long until you stop your patronizing bullshit like "So is there a list with the real rules for this server or do i simply have to befriend one of the admins to get special treatment? I can give great head ive been told, so maybe we can work something out?" And I told you can try to appeal again in a week
