ban appeal-ghosting

While I understand your frustration at being accused of ghosting, records alone cannot be the only factor in making admin decision.
Unfortunately, there have been enough cheaters caught who were long-term players with no history of rule breaking and had a good standing in the PR community (some of them even my good friends).
Cheaters come in all shapes and forms, so we can't just rely on their history to make a decision.
