Yes, i'm guilty of choosing the maps in the mapvote. I, as an admin, who is running the mapvote, will attempt to choose maps that a) havent been recently played, b) if i'm in the mood for one of the maps, then i'll put it in the vote, c) an admin can, at times, choose which map is to be played with out a vote; however, i would say that at least 98% of the time the people decide which map is to played and which style of game is to be played.
