My notes: I will not be able to play on the server much, but I should be able to admin using the Project Reality Intelligent Server Manager most of the time I am home: 15:00 PRT - 21:00 PRT, almost everyday.

would probably result in an unexpected (from a foreigner point of view) understanding that I speak english fluently, however, I'd rate my speaking skills as a 3,6/10 since they are literally a meme and my half-broken mic doesn't really help to understand anything Im saying even in my native language.
Nonetheless, 2 years of presence in the international community as well as in the international team of game developers, improved my writing skills to a point where I think that there will be no issue at all with admining another english server, especially since I will be doing it in EU late afternoon/EU evening and the playerbase probably won't be made of native-english-speakers-only at the time.
I hope you will allow me to help you to take care of the server.
