Low PR account level

Hello, I've come back to PR after a year of taking a break from playing in HOG. And I've encountered the profile level issue.
I've connected my steam account with the PR profile and recalculated my profile level, it is still at level 2. (which is enough according to the devs and the forum posts regarding the issue.) Checked my connection stability thus far I am able to connect to other servers (albeit, most servers are in 260ms+) but not hog at this moment. Is this a whitelisting issue or because I have been inactive that the level system sees my ID as a throwaway/inactive? 

For reference; I've stopped playing just after May of 2020 or mid July of 2020 or thereabouts.

I live in California and using T-mobile/Cellular internet. I'm guess this is an issue of ISP type?
