confusing about bmp3 killed kiowa above US mainbase

I was in US main waiting for vehicle spawning, and i saw kiowa shooting out of main then got killed by bmp3 above US main right after. i didnt make !rp in this time bc i was confusing about allowed or not allowed (about only ground aa re not allowed to kill air asset in dod? and bmp3 is not aa ground asset). So i all chat for everyone can see what i asked cas got killed in dod by ground vehicle. also i wanna let cas squad notice the answer from admin to make report. And nothing happened until map end (i think cas squad didnt make !rp). After checked tracker that bmp3 were moving next to dod border and migg shot back and killed kiowa above main.
