It's not a hack its just that they built the fob inside the building , it did happen to me once and yes you can shoot people from inside.. So since there is fob i don't think he is wall glitching..

Of course there is no hacks or glitching involved by him, he most likely didn't build the FOB. He spawned on the FOB which was inside a wall, and deliberately stayed inside to kill the guy. He did exit the building soon after killing the enemy. Not the worst offence, just making a note of it.
Also caught 3 other people in a separate incident doing this on Marlin which will be reported, too.
