unknown admin report, not following mapvote results

hello all, writing my message from bamyan, on previous map the mapvote decided Kozelsk ins should be next. Take a look at the image, red is mapvote results. The discussion of mapvotes which is forbidden by rule 1.11 marked with blue, but apparently no action was taken

 

Kozelsk was set. Later unknown admin set bamyan ins. It wasnt in the vote.



Asking for a lead admin to explain his team that the procedure of mapvotes obliges admin staff to set the map which won in the vote.
