From what I'm reading that requires giving RCON access, and it crashes the server if a vehicle from a faction that is not in the map is spawned.
Though if I remember correctly there's a permission system for RCON, so it could definitely be possible for guests, but I'm not sure if Super would want people having access like that, it'd be his decision :P

Indeed, it requires one to check the GamePlayObjects file to find out what assets are spawnable for the map. Stick to those, and no crash.

I expect that normally if there were more than 1 person on the server they'd be "buddies", and would not be upset if they accidentally crashed the server (a few mins. or less later, the server would be back up).

But like you say, it's for Super to decide.
