Making Spandrel, Vn3, Shturm and atgm vehicles UNCLAIMABLE

it could do with some cleaning up, but its clear in intent i think

1) apc claims all 2 crew apc vehicles without exception
2) apc claims all ATGM vehicles, except ATGM humvee (i would remove ATGM humvee exception personally)
3) 1 man apc are not claimable (rules already stated ATGM are claimed by apc, regardless of how many crew)

im sorry but i read the rule again and again, and dont see it.(im not good in english btw) but i know what u mean... so the rule should change "APC's include Shturm, IFV, Fenneck and Scorpion/Scimitar" to "APC's include ATGM vehicles, IFV, Fenneck and Scorpion/Scimitar" more easy to understand. there re still new player out here and they ll get complicated like me.

I take shturm to mean all similar vehicles ie spandrel, wz550

you are right, that would be an easy change to make
